Job Description: SCOPE OF SERVICES:
Assess and develop a roadmap for OTI\u2019s disparate directories consolidation<\/p>\n
Provide guidance and implementation support for integration with Entra and other IAM<\/p>\n
security enhancements
Architect and implement Citywide-level PKI modernization, including infrastructure<\/p>\n
changes for reduced certificate lifespans
Advice on governance, compliance, lifecycle management and automation of digital<\/p>\n
certificates
Lead migration planning, risk assessment, and mitigation for directories and PKI<\/p>\n
modernization
Perform technical knowledge transfer, upskilling internal teams on new infrastructure<\/p>\n
and practices<\/p>\n

PKI Architecture, Engineering and Administrator \u2013 40%<\/p>\n
Entra ID Architecture, Engineering and Administrator \u2013 30%<\/p>\n
Directory Architecture, Engineering and Administrator \u2013 20%<\/p>\n
IAM Level 3 Technical Support \u2013 10%<\/p>\n

MANDATORY SKILLS\/EXPERIENCE:
12 years in IAM architect, engineering, administration and operations with focus on<\/p>\n
directory services and PKI
Deep expertise in Active Directory (on-prem and hybrid), Entra ID, and eDirectory<\/p>\n
Hands-on experience in designing and operating Microsoft PKI, including certificate<\/p>\n
authority management, certificate lifecycle, and automation
Solid understanding of modern authentication\/authorization protocols (OAuth, SAML,<\/p>\n
Kerberos, etc.)
Experience with security roadmap development, risk assessment, and compliance<\/p>\n
(NIST, ISO, SOX or PCI-DSS)
Strong documentation, communication, and stakeholder management skills<\/p>\n
<\/p>\n
DESIRABLE SKILLS\/EXPERIENCE:
Experience with cloud PKI services<\/p>\n
Familiarity with Entra ID Governance, Conditional Access Policy, and modern security<\/p>\n
controls
Experience automating PKI workflows (API\/script-based certificate management)<\/p>\n
Multi-forest, multi-tenant IAM architecture expertise<\/p>\n
Prior experience working with NYC agency<\/p>\n
Working knowledge of enterprise ITSM, change management, and project management<\/p>\n
methodologies<\/p>\n
SPECIAL REQUIREMENTS:
Ability to work cross-functionality with technical and business stakeholders in a<\/p>\n
complex enterprise
Availability to provide after-hours support to critical migrations and incident response<\/p>\n
